Let's try to do a cost analysis for this project:

Hardware cost

Projected cost of making Wi-Fi available in entire Delhi: 100-150 crores
This will help women and everyone else to be connected to Internet at all times on their phones and use the security button on the phone to reach out to the police in case of an emergency.

Cost of a normal CCTV Camera: 12000 INR
(Apparently they are more expensive because of all the cabling involved)

Cost of 1 Wi-Fi CCTV Camera: 2000 INR
AAP has promised 10 lakh Wi-Fi cameras
Cost of the 10,00,000 Wi-Fi Cameras: 2,000 x 10,00,000 = 200 crores
This is a one time cost, and will not be incurred annually by the Delhi government.
